Secure the border—and humanity!
We, the United States of America, have received a large enough number of refugees from Mexico that, there is no doubt, we have a vested interest in Mexican citizen's welfare. The most "humane" thing for the United States to do would be to send an expeditionary force down there and help the self-defense militias clean that wretchedly corrupt place up. The bulk of the refugees would then be at peace to return to their home safely. The longer we wait, the more difficult it becomes.
