The Permit say’s “peaceful!”
Whether the initial gathering is for “protest” or “celebration”, it’s obvious from the core participant’s behavior during the gathering whether the gathering qualifies as “peaceful.” That big open forum that we call “the street” is open to everyone—peaceful and otherwise. A peaceful gathering can turn violent very fast.

Law abiding citizens should be wary of the insane behavior of some individuals, and the manner in which their behavior foreshadows violence. Personally, I think that the best strategy is to avoid street gatherings of any kind, lest you get innocently swept into a fracas with the insane; but in any case, I think that former President Theodore Roosevelt proffered good advice when he said: “do not strike at all if it is gentlemanly possible to avoid striking—but never hit softly.”
